Job Description:
What is the role
Planning Phase
Lead, facilitate and mentor multi-discipline Turnaround (TA) Event Planning Teams and focal point for Logistics functions for site TA’s.
Assist with the development of TA work scope, including capital project scope.
Prepare, participate and support Turnaround Assurance Reviews (TAR) 1-4
Works with the TA Event Manager (EM) on the development of a contracting strategy and implementation of contracts for TA’s.
Has overall responsibility for the development of TA plans and schedules, including the integration of Operations shutdown/decon/commissioning/start-up activities, capital projects scopes of work, as well as other key stakeholder disciplines such as Pressure Equipment Integrity (PEI), electrical, instrumentation, machinery, etc…
Has overall responsibility for the development of the TA Control Estimate that will be used for the submittal of the Investment Proposal. This includes building staffing plans, estimate check lists and ensuring that input is received from all TA stakeholders on items that might influence the cost of the TA.
Has overall responsibility for the identification and procurement of “long lead’ materials, the development and validation of all other material requisitions and ensuring the purchasing and storing of required materials for the event, ensuring that all materials are stored properly and on-site prior to the start of the TA.
Has overall responsibility for planning and estimating Logistics needs (temporary housing for staff, temporary power and siting for tool trailers and temporary buildings, Information Technology (IT) equipment and connections) for all site turnarounds that are in compliance with facility siting requirements, state fire marshal building codes, and API 752/753
Assists the TA Scheduler as needed to ensure that all reporting requirements are identified early that codes are in place to provide the required information and that a validation process is in place to ensure accuracy.
Develops and leads the prescribed scope optimization and tabletop sessions.
Develops and Leads 1st Line Supervisor Training.
Ensures that procedures and plans are in place to support TA execution such as vessel closure forms, permitting, progress reporting, material management, quality control (QC) training, bolted joint training, cut line pkgs, travel pkgs, etc…
Execution Phase
Ensures that all Logistics needs are in place prior to TA execution and supports them during execution.
Leads the Logistics execution team.
Lead and facilitate start of shift meetings.
Sets Priorities for upcoming shifts, working closely with the TA Event Manager/TA Team Lead and Scheduler.
Identifies performance gaps and adjusts resources/plan/schedule as needed to close gaps. Communicates changes to the Scheduler.
Looks for opportunities to improve efficiency of the fieldwork or the overall schedule for the TA and makes changes as needed.
Ensures progress is timely and accurate.
Ensures that procedures and plans that were put in place prior to the start of the TA are being followed and determines if course corrections are needed.
Post TA
Leads execution of Logistics post work
Participates/Leads TAR 4 Items in After Action Review (i.e.; Lessons Learned, Look-back, etc…) and identifies opportunities for improvement.
Key Challenges
Administrative accountability for assigned event Turnaround Planning organization
Integration and Implementation of Global / Regional Turnaround work processes as they are developed to deliver best in class performance for Turnarounds based on Solomon, schedule performance indicator (SPI) and other benchmarking.
Leading and Integration of multi-discipline effort (Operations, Maintenance, Technical, Procurement, Finance, Projects, Safety and Environmental) throughout the Turnaround life cycle to ensure success for all turnarounds against established premises.
Deliver criteria and facilitate Assurance Reviews following Shells regional criteria.
Leading and facilitating Tabletop/Schedule Reviews on critical path work with multi-discipline work fronts
Leading and facilitating Risk Assessment/Scope Challenge sessions while staying in line with the event TA premise
Integration of various initiatives –procurement strategies, facility siting, international accounting standards, materials control initiatives, TWIC (US only) rollout – while achieving turnaround premises.
Developing and Implementing Contracting strategy and resource availability challenges for onsite turnarounds while understanding constraints throughout the Gulf Coast.
Requirements:
Must have legal authorization to work in the US on a full-time basis
Associate’s Degree or equivalent relevant experience
5 years’ experience in maintenance, turnarounds, projects and / or engineering at manufacturing locations (chemical plants and / or oil refineries)
Experience in temporary facility/logistics setup for major TA events
